House Bill a Positive First Step on Waterways Infrastructure Annual Funding

This week, the House Appropriations Subcommittee on Energy and Water Development passed its FY20 draft funding bill, which covers funding for the Army Corps of Engineers, including inland waterways infrastructure programs and projects.

The bill proposes total funding for the Corps at $7.36 billion, an increase of $357 million above FY19 levels. Funding for construction is $2.34 billion, an increase of $154 million above FY19. Funding for operations and maintenance is $3.92 billion, an increase of $183.5 million above FY19.

The House bill makes full-use of the estimated receipts for the Inland Waterways Trust Fund, a top infrastructure priority forASA. Harbor Maintenance Trust Fund appropriations are recommended at $1.697 billion, $147 million above the FY19 level and $100 million above the target set by the Water Resources Reform and Development Act (WRRDA) of 2014.

The bill now moves to full Committee mark-up, which is scheduled for next week.
