The House Appropriations Energy & Water Subcommittee marked-up their Fiscal Year 2015 spending bill that includes overall funding for the Corps of Engineers’ Civil Works program that is $25 million above the FY14 level and $959.5 million above the President's budget request.
The House bill includes language that reflects the changes made in the recently enacted Water Resources Reform & Development Act (WRRDA) to revise the Inland Waterways Trust Fund (IWTF) cost share for the Olmsted lock & dam project thus freeing up funding for other inland waterways projects. Funding for the Harbor Maintenance Trust Fund (HMTF) is increased to $1.1 billion, up from $1.06 billion in FY14. This also reflects agreements included in WRRDA to annually increase the amount of HMTF dollars that are dedicated to port maintenance and dredging. The Corps of Engineers Operations & Maintenance (O&M) account is also increased in the FY15 House appropriations bill.
ASA worked for and strongly supports the WRRDA changes for the IWTF and HMTF and is pleased to see these changes reflected, and increased funds provided, in the House Energy & Water appropriations bill.
